If you saw the whole area where this sign stands, it would appear normal to the mind... There is a road that ends in the harbor, and part of it is widened to create a parking space; nothing special about it.
But what makes the signs ludicrous is the exclusion of the ambient which in turn suggests two contradictory informations.
