Navigating in the dark between small islands can be tricky, so there are these signal light-equipped buoys to aid in orientation.
The buoys (years back then) had some solar panels and relatively big batteries inside, and the lights went on as soon as the ambiental light level was low.
Nowadays such signals are much better in all aspects, as the new kinds of immensely more advanced solar panels, batteries and lights have become common.
