Winter winds and waves crush a lot of old reedstalks, and this biological matter slowly decays. Warm spring weather greatly speeds up the process.
A change in wind direction brings the decaying particles borne upon tiny gas bubbles off the coast, and re-distributes it over other parts of the Lake, where it becomes more visible.
And while it may appear "dirty", it is actually a cleansing process that generates an important substrate upon which many organisms depend. It is completely natural and useful, as it completes the feeding chain circe - which reaches all the way up to us.
In other words, without this there wouldn't be fish to fry!

Our chances of survival here depend on being aware that natural things are to be kept (or better yet, left) natural.
Neither Moon nor Mars, much less Pandora or Dune will tolerate us the way our Earth does! ;)
