Objects in the photo can be inclined at any imaginable angle, but water will usually be horizontal. Water is our default orientation element, and its horizontality is something to care about in the images one publishes.

There are exceptions to this, of course, but there has to be a good reason behind it which should be visible in the depicted scene. Like, when you want to accent the fact that your camera is not on stable ground (but for instance, in a boat riding heavy waves, in an airplane turning, in free fall, etc.) and when that fact is also important in the viewers' understanding of the photo. The inclined water can sometimes present a speedy flow, as in whitewater shots.

Generally, when you are presenting large water bodies like seas or lakes, try to keep both the horizons and water surfaces horizontal. It will help viewers appreciate or guesstimate the natural angles of other objects in the picture.

As for the "art" photos... you decide whether your photos are "art" or document - but think about the people viewing it. Maybe they will not see it your way! So take care. ;)
