No, I don't know such an artist. But judging by the date of creation of my photo (2009), and that the picture was painter later, there is clearly an outline from my photo in the picture. It's a shame that there are artist who plagiarize photo...

The photo was taken in winter 2009 in St. Petersburg, Russia. While I was shooting till 3 years, it was one of the first attempts at walking and shooting the city at night.Time
It was well after midnight when the metro is closed and the street is almost deserted. Rare pedestrians strolling along the main street Nevsky Prospekt. In the winter of 2009 there was virtually no snow, and the cold was weak, which is not typical for Russia. Incredible luck had started snowing. Weak but noticeable in the electric lighting of the street.Lighting
In many places, the street lighting is the foundation of the lights and signboards of shops, as well as rare windows. But there are few places like this, where are wonderful visors backlit, which provide enough cinematic light, highlighting portions of the street out of the darkness and the reality of everyday life.Equipment
This was shot on a Nikon D300, with an Nikkor 85 1.4D. No other equipment was involved.Inspiration
The photo was largely accidental. While walking I noticed this place and asked a friend to just walk in a straight line. By making a series of frames, I was very fortunate that this, the most successful turned out to be a sharp, unlike almost all the others. I usually ask the models to do multiple takes. But then, when I saw on the screen of the camera picture, I immediately realized that this is the perfect frame for me. Yet there was Frank Sinatra's song in the process of shooting in the head, "Let it Snow." Which later gave its name to the photo.Editing
Survey was conducted in RAW format processing is mainly consisted in debt transfer to black and white to save the whole atmosphere that I felt at the time of the shooting. Also it had to clarify the falling snow to become more noticeable.In my camera bag
Usually, when I go out on a photographic walk around the city, I take the "reportage" kit. It includes Nikon D3s (although now I started using Nikon Df), Nikkor 80-200 2.8, Nikkor 24-70 2.8, Sigma 15mm 2.8 Fisheye, and Nikkor 50 1.8. With such a focal length and aperture I can take pictures of practically any urban plot at any time of the day. In 2009, I was limited to Nikon D300, Nikkor 85 1.4D and Tokina 16-50 2.8.Feedback
Always remember that the city becomes a totally different at night. And a lot of people at this time do not usually see the city, so even the most famous places can become completely unrecognizable and new. In addition, it is best to take pictures on weekdays, not weekends, when people on the street at least. Sometimes it is possible to walk to places of filming in advance, noticing interesting and understanding what the plot can be built and what is necessary for it.
