The photograph was taken at a 30th of a second in order to have the snow flakes appear as streaks rather than as frozen dots, while at the same time having the shutter speed just fast enough to keep the subjects still looking reasonably sharp. Decided that the photo looked better in black and white because the colors competed with the feeling I was trying to portray that these poor people were caught in whiteness of a blizzard.
