It's possible this bird has bad kidneys, or liver. I had a parakeet with bad kidneys. Since they were not filtering properly the body discarded excess waste through the beak and toenails causing them to grow too fast.

Wow...very interesting. I knew it had to be something like that but other than the deformity he seem to be perfectly healthy and was actually eating.
