Safety is paramount when working with aircraft especially when their engines are running. I have a relationship set up with the airport where I am allowed on the ramp. This is because I have repeatedly demonstrated that I understand the ground operations of the airport and follow the rules without exception. As for the shot, shutter speed is the key. Needs to be slow for most prop aircraft. This being a turbine means it spins faster allowing a faster shutter to get the full disk effect.
