The best time to take sunset pictures is when there are some clouds in the sky as it makes for some very unique color and pattern configurations which can give you extra special photo opportunities. The closer the sun is to the horizon you have a better chance of avoiding sun flare issues. If you can take shots around water you can also get some very nice and unique reflections. This time of day and lighting situation can also provide the opportunity for some great silhouette photos as well.
