This beautiful Bald Eagle looks to me to be an early third year bird. The chest being so very white, the head and tail as well. The cere has already turned orange. I would expect this bird to loose a lot of the white on its chest very soon.
Juveniles, I.E. birds recently having fledged the nest would be almost exclusively brown, with the beak and cere very dark.
