It is not safe to be where I took this photo from in East St. Louis Illinois at night however on this particular night there was an armed security guard in the park where the observation platform is located. The security guard agreed to stay near us while I waited until after dark to take the photos.This was the only time I felt safe enough to stay after dark in this location.Editing

It is nearly impossible to plan to be at a location like this when everything is perfect for an image like this. If you live close to the photo location you can watch and travel repeatedly to take photos hoping for perfect conditions. Other wise it is just the luck of being at the right place at the right time. Many of my best photos are from being at the right place at the right time and the fact that I never go any where without my camera even to the grocery store.
