While visiting the Arlington National Cemetery, my wife and I noticed small stones had been placed on the tops of some of the headstones. You can see one such example with the tombstone closest in the foreground. Later, we found out that sometimes visitors will place the stones there to indicate that they had visited that particular grave site.

Lovely, poignant image! Placing the stones is an old Jewish custom from a time when there were only mounds of stones to mark a grave. Now, as you say, they are sign of respect and recent visitors.
