A rare cloud formation, appearing over Toronto, more impressive when occurring at sunrise or sunset, but still kind of interesting. The hole in the cloud cover is made when the water vapour in that area freezes, crystallizes and starts to fall. Air currents pull these falling ice crystals to the centre, creating the wispy streak of cloud at the centre. When the light is right, and the hole more accurately circular, the wisp can look like a beam coming from a UFO, and could account for numerous sightings over the years.
