Using the light of the full moon and some fill flash on the foreground rocks.Equipment
Pentax K5, Sigma 10-20mm, tripod, cable release. Metz 50 Flash hand held fired a few times at a white board to bounce the flash and distribute it evenly. This was taken at 20mm, f9, 100iso with a 30 sec exposure.Inspiration

I did just a little levels adjustment in photoshop and an auto colour adjustmentIn my camera bag

Set your aperture to control the city lights. Have your tripod well weighted down as it can get quite windy on mountain tops. The wind could create a surprising amount of movement that shows in the final shot.
