Location
This photo was taken at Beack 16, Rye Back Beach, Victoria, Australia. It is well known for photographers. The rock formation is known as Dragons Head..Time
The picture was taken around 5pm. The light coming from the West and the tide being out gives this rock formation and flowing water a nice blue tinge.Lighting

I always loved seeing the long exposures of water. This formation at low tide has been documented hundreds of times. Everyone puts their own spin on the location and I guess I wanted to see what I could get out of it as well..Editing

My advice would be to keep an eye on the tide times and what time the sunset will hit. Knowing these are crucial to getting the shot you plan in your head. Most of all take plenty of shots. Sometimes the one you thought was a throw away can be your best of the shoot!
