As early as the 1600s, the European countries of Britain, France and Scotland began imposing a window tax on their citizens, which remained in effect as late as 1926 in France. This was a property tax that was based on the number of windows a home had, and it had quite an effect on social views and architecture.
Some owners of houses or apartments decided to avoid the tax by using bricks or window blocks, blinding the openings directly. In some cities in France or England you can see traces of this.
In the case of the photo, a blocked window is shown in Avignon, France, in which the opening has been used to promote or pay tribute to the recent Theater Festival 2022. The painting, like many others that are distributed throughout the city on the blocked windows of the buildings, are works of modern plastic artists and show scenes of famous theatrical pieces.
