Leixoes is the Port for Porto, Portugal. These giant bronze statues are just outside the port gates. They are quite dramatic, there are several figures and they are called collectively Tragedy of the sea. In 1947 there was a shipwreck off the coast of Portugal when 152 sailors lost their lives. This statue respects that occurrence.
