Location
This photo was taken in Napier New Zealand, there are some public gardens along the seafront and PANIA is a bronze statue beside one of the colourful gardens. She is illuminated by night and I went out with taking some low moon shots in mind with reflection on the sea.Time
The time of day/night was about 7.00pm just as the full moon was rising.Lighting
The flood lighting that is present to light the garden is all that was used.Equipment

It just presented itself in front of me I could not resist.Editing
The moon was over exposed and I swapped it with another one exposed correctly on the same shoot with Photoshop.In my camera bag

The essential equipment is a tripod for any long exposure shots, I tend to set the camera to aperture priority and let the metering decide the time. I prefer to control the depth of field in this way.
