Love the composition. Leading line from the right up to the lit bridge crossing over the horizon. Moves the eye around the image.

I took this picture from the Fort Point parking lot..Time
This was taken just after sunset, blue hour, as the police were clearing everyone out for the night.Lighting
I asked the police to shed a little light on the subject ;) to enhance the flashlight I was shining on the chain.Equipment
I used a Nikon D7200 with a Tokina 11-16mm. An old, but sturdy Velbon Victory 550 tripod, and I think, if memory serves, a Polaroid cable release.Inspiration

D7200, Tokina 11-16mm, Nikon 18-55 kit lense, Nikon 55-300mm, Tokina macro 100mm. A 10 stop neutral density filter, polarizing filters, graduated filter, intervalometer, spare batteries, memory cards, flashlights, and cleaning stuff.Feedback
This is one of my first long exposure shots. I was really just trying to remember everything that I had read about. My advice would be, try to think outside of the box, I know it's a little cliche, but in this instance asking for the lighting certainly helped!
