this one was shot with Canon EOS 60D and Canon EF 16-35mmf/2.8 L II lens at 15 seconds f2.8 and 6400iso I use a flashlight to light paint in the foreground , The link I gave has several helpful sites for figuring out the settings for your lens and camera and a download link for stellarium so you will know when and where the milky way is in the sky

usually I woud not recommend 15 seconds and such high iso , the conditions have to be just right or it will appear too noisy for my liking , things like humidity and light pollution are very important when choosing your settings, normally I'd just go about 20-30 seconds and 2000-4000iso right around 3200 is about right normally , I hope this info helps you :) let me know if I can help any more
