Location
It is hard to not recognize the landmark. The pictures was made from Westminster Bridge.Time
It was "blue" hour time, right after sunset.Lighting
All light is natural.Equipment
I use tripod in order to get long exposure and prime 50mm lens.Inspiration
I was inspired by light trail shots in big cities and thought for such crowded spots as center of London this type of shot reflects very good the an atmosphere of the place.Editing

On my travel I usually keep one body with one "tele" lens, 35-70 (well I'd prefer 24-70) and wide lens (24, 16mm). At evening I always carry tripod.Feedback
I made several shot and figured out that in order to get such multicolored "3-d" light track it is worth to wait to bus to pass near you. If you are lucky and buss will make short stop you might get very interesting "watermark" like this smile in left top corner.
