The photo was taken in Dead Vlei inside the Namib-Naukluft Park in Namibia.Time
The photo was taken about an hour after sunset.Lighting
It was perfect night. No clouds (well, it is typical for Namib desert, I guess) and 1/4 moon just enough to light foreground, but not wipe away stars and Milky way.Equipment

This is weirdest place on the word. Dead trees which are more then 900 years old in the clay pan surrounded by huge sand dunes.Editing
Nothing special in post processing. Just basic stuff - little bit noise reduction...In my camera bag

First thing is planing. Moon phase and sunset time can and should be planed in advance. Ideally, to come to the place before dark and figure out all proper point of shooting. It would be very hard to do so in dark. GPS and compass (well, most smartphones have those features) can be very handy.
