Abies concolor. The bright-lime-green tufts have just burst from the buds at the ends of last year's twigs. Each one of these will expand to about 4-inches in length, with the central axis becoming woody, and the crammed-together young needles spreading out on that length - so that each will look just like the twig to the right of the expanding buds.
