I believe this photograph has been taken in a local fair perhaps. The person in the photograph was trying to represent Kaali" the goddess of Hindu believers. A snap can be explained in miscellaneous ways. Sometimes it might varies from person to person. Now what I see in this snap is the eyes. As the eyes say lot of things for me, I see destitution, I see the desperate need of help in those eyes.
