In the wake of last week's attack on Westminster, photographing one of London's landmarks at sunrise seemed to be both the most optimistic and the most defiant thing I knew how to do. I last photographed this scene outside City Hall nearly two years ago, and although I was fortunate enough to witness a stunning sunrise this past weekend, I thought it might be appropriate to this time try to find a composition that would convey the round-the-clock work going on inside City Hall, and to perhaps visualise something of the capital's more sombre mood within the chilly shadows.
