This is a popular cake in South Asia. Rice powder is mixed with gur (or dark palm sugar called jaggery). Alternatively it can be made by flour and sugar (if gur and rice powder not available). You make a batter of gur and rice powder by adding water to it. Then you deep fry it in cooking oil.
It is called gur pitha, tel er pitha, duba or doba pitha.
