Ok this is were I could lie and say that I took this picture, but I didn't, a friend sent it to me as a tweet and ask me if I could do a poem or haiku for her using this picture :) so I believe this is probably just a "Stock Picture" from a search engine if you just typed in "Japanese woman + cherry Blossoms + kimono"

Time

Sorry, but again I really have no idea what time of day this picture was taken (see above)

Lighting

Ok the picture is taken outside and uses mostly natural lighting, but it is a staged picture

Equipment

Again no idea, sorry (see above)

Inspiration

sadly I didn't take this picture (see above) given the great work done by others here I only wish I was half as good

Editing

I added the rather poor attempt at a Japanese Haiku to the picture, trying to anchor the image with the words

In my camera bag

I use to have a 35mm until someone stole it :( so now I just have the rather poor camera in my iPhone

Feedback

The only advice I can give is "Just do it" don't let anyone tell you that you cant take good pictures ! if you see it and you like it "Take The Picture !" no one was born as a great photographer so don't let others or yourself convince you not to try ! and remember the old saying " I may not know art, but I know what I like "
