The Jubiläumssäule is the big column thing with the lights shining on it and as far as I can tell it was built in memory of the 25 Year Jubilee of the reign of King Wilhelm of Württemberg and also to mark his 60th birthday. It is on the Schlossplatz in Stuttgart Germany.
