Looks like a doll you'd buy to put on your shelf:) Taken on Kokusai Dori where these young ladies were celebrating Coming Of Age Day as they had all turned 20 in the previous year. Some of the celebration was pretty tame and some got a little wild as many had a little too much to drink and got rowdy:)
