the shutter speed was 15 seconds and still the lightnings were captured, is that right?

Yes, this was a huge storm with over 80,000 lightning strikes across the state this evening. They were constantly flashing all around. This is one single 15 second exposure, and all those strikes occured during that 15 seconds.
