Not sure of the time probably around 9:00 p.m or later.Lighting
Complete darkness is the best. No lights from surroundings.Equipment
A tripod is a must. This was taken with a point and shoot camera but most people would use a dslr with a slow shudder speed. Also the person has small led lights on their fingers purchased in a dollar store.Inspiration
My friends inspired me. I’m in a small photo club and we were on a field trip.Editing

Nothing special. I just have a Nikon d5200 and 18-50 lens and 50-200 lens but this picture was taken with a Cannon point and shoot. So I don’t think it’s what you have in your bag but how you use it.Feedback
Go with friends and have some fun you’ll be surprised what you can come up with. Camera doesn’t matter just enjoy what you do with it.
