While much of the castle is restored. it is a massive complex that is quite old. Between age and weather, reconstruction takes place in zones and is quite expensive. Also remember, some of those stone blocks are a couple meters across and weigh tons; some repairs also consider additional damage that might be done just in trying to shore up other areas.
