Along the Rio Grande River in Southwest Texas, river crossing laws have become very strict. Boquillas, Mexico is suffering with no tourist trade and no border crossing. In order to make a living, residents cross the border under the dark of night to set up self-service "honor-system" shops on the American side of the river where they offer hand made art and trinkets. Should an American get caught with any of these items, punishment is brutal including a $1000 fine!
