Been seeing this effect on the web, the original way is to zoom in as you take the images, this is not what i did here, i shot a set of 50 frames and then exported them to "Panolapse" which simulates zooming and panning. So, simulated my zoom from 18mm to 35mm exported the images and then stacked them in "Starstax".

This is a two shot composite one for the startrails and other for the foreground ( which luckily got lit up by a fisherman's car) processed and masking in Photoshop CC

each single frame was taken at 18mm, f5.6, ISO 3200, 20s.
