I've found out what it is!!!
It's a Merchant ship lifeboat mock-up. Probably used as a training aid to teach crew members how to abandon ship. These are normally mounted on the stern (rear) of a ship. If the ship is sinking, the crew climbs into this and it gets released like a roller coaster ride. I guess it's better than trying to launch a lifeboat from the side of the ship when it is tipping over.
