These are called cairns. They are sometimes used to mark burial sites, mark the way for hikers, or a spiritual place. The practice has grown over the years. However, here in the west, we value our public lands, and believe in the practice of "leave no trace", which is why it is required to stay on paths. When you move a stone, you change the environment, you may be moving an animals home, create erosion where there was none, etc. ;)
