This is a washroom in the Ellis Island Hospital. In the mirror is a reflection of the Statue of Liberty. The people staying in the hospital were screened based on health or illness. They were not allowed immediate entry. It must have been hard to see Lady Liberty's reflection, to be so near, and yet so far away from their dream.
