These men are called "stroppendragers" (noose carriers). They do this to remember the proud Gantois (people from Ghent, Belgium) who tried to stand up to Charles V in 1540. Charles V was born in Ghent and people refused to obey him as a ruler. So he punished the people, one of the punishments was to humiliate the aristocracy by sending them in their underclothing and barefooted with noose round their neck through the city. The noose is a symbol for Ghent, we still are a proud and stubborn people
