Lights is always better in shallow water. Start with that using natural lighting whenever possible then utilize strobes after getting the hang of shooting natural light. Never, ever approach an animal underwater, always let the animal dictate the encounter which sometimes requires a lot of patience. I've spent entire dives trying to get 1 shot. Most important be a good diver before adding the complexity of photography.
