Looks vaguely like the 1930s, but was taken in September 2013 at Snetterton Circuit, Norfolk, UK. The driver is David Morris, racing ERA R11B at a Vintage Sports-Car Club event. This 1-100 pan was taken with a Pentax FA28-70mm f4 lens that I picked up for £35 on eBay... Sepia tint added in PS Elements.
