The camera settings seem unusual. Were these settings for the waves and a second exposure for the sky?

Yes, I believe so. This is quite an old shot now, I generally take three to four exposures to then blend in the final image. The setting vary, sometimes dramatically.

Location
This photo was taken in Bermagui, a small coastal town in Australia. The phenomenal rock formations found in Bermagui are both mystical and eerie. Especially when walking on the beach at midnight, with minimal light pollution it is difficult to see without a torch.Time
I captured this photo around 10pm when the full moon was risingLighting
The moon almost at full display lit up the scene perfectly, to create the mood envisioned for this particular shot. I really wanted to incorporate the feeling of this place into the image.Equipment
This was shot on my Canon 6D with a 17-40mm f4, mounted on my trusty sirui tripod.Inspiration
This particular shot I had invisioned since the first time I shot at Camel rock. A few months later, I was able to repay a visit to this beautiful location. Luckily enough I was able to strike a full moon, rising at 10pm. Which produced a phenomenal amount of light over the entire scene. It was amazing to witness not only in the camera.Editing
Generally for every landscape image. I capture multiple shots at various Shutter speeds and appatures. To create the right dynamic range and depth of field I want in my image. I then use many techniques in Photoshop to blend these images and apply tonal corrections all using luminosity masks. In my camera bag
I always carry my sirui tripod with me. It is unbelievable light and robust, I've carried it over Alps to burying it in sand when shooting through the crashing waves. My current kit contains a Canon 6d, 17-40mm f4, 24-70mm f2.8 and a 14mm f2.8 lens. Various filters, such as 10stop ND, 6stop ND, CLP. And a Intervalometer, which has become a major accessory when shooting.Feedback
I'd say to explore as much as possible. Planning always pays off, and if you are uncertain about anything, practice makes perfect!
