It was late evening, so quite dark and cloudy with some light coming through the cloud so as it was evening and sun had set, Science World & the stadium had been lit for the evening...so there was additional light there, which was shining beautifully in the water.Equipment

I went there with a fellow photographer specifically to capture this scene as we had visited there previously and it was so beautiful, it compelled us to go back and shoot it.Editing

All I can say is to use your instinct, increase your ISO a bit if needed, use a tripod, I used manual and open the shutter. I am not a pro, so this is what I know but you may have more knowledge. I just zoomed in until I captured what I felt was a lovely photo.
