Construction workers with their specific jobs requiring various stages of labor. On a hill, the street has been dug up, the water and drain pipes and electric plus cable wires added or replaced, the fill returned and then surfaced with concrete. Now asphalt is being added, tamped down and smoothed over. The asphalt workers are new on the site while the traffic director has been on the scene since this project started. That job is to make sure only local traffic gets by and with another worker at the top, allows both directions of the bus get by on the open lane of the street. Not really a whole lot to do at a time and no wonder the bored look.
