These are the "Flowerpot Rocks" at Hopewell Cape in New Brunswick, Canada. At the northern end of the Bay of Fundy, you can walk along the sea floor during low tide. At high tide, the water level is over 40 feet and to visit these rocks you'll need a kayak!
