I took this picture right after Houston was submerged by Harvey in 2017. What you see was a roadway only to be flooded by the overflowing Addicks Reservoir. The couple on the boat were returning from inspecting their flooded home.

The last week of August 2017 brought unprecedented rains to Houston and it's neighborhood dumping over 53 inches of rain. While the bayous flooded the reservoirs were close to being breached. This picture was taken several days after the rains ceased. A couple was on their boat by the Cullen Park.
