A variation of the three-percenter logo. Throughout history, every major successful revolution has held close to a very specific ratio of the population. While 80 percent of the population simply doesn't care who rules over them, twenty percent of the population is enough to propel a revolt into success. Within that twenty percent, though, most still choose to support the revolution in non-violent means - whether providing food, shelter, or aid to the combatants, proving false intellegence, or participating in other more clandestine rolls. Only three percent of a given population will actually take up arms against their established governance.
In modern times, while the hope is that a revolution is never necessary, some militias and independent citizens plan and prepare for the worst, and identify themselves within the three percent by use of a roman numeral three. Personally, I haven't been tested enough to know if I fall within the three percent or not, and I pray that I never have to find out. I do, however, have the utmost respect for those who do fall in the three percent that are willing to sacrifice their own lives in the overthrow of tyranny, regardless of what political border they call home and fight for.
