This was taken on the Virginia side, where White's Ferry crosses over to Maryland. Normally, you'd see the ground beneath the tree and the "End State Maintenance" sign in the ground. In this case it's a mirror reflection after the storm had passed. The water got very high and the Ferry didn't run for a few days.
