Looks like animal cruelty to me. Those chains can't be more than 2 feet long. Sad!

I am not sure what was the length of the chains - however, this chain was keeping the tigers from attacking passerby's as this was out in the open where the zoo wanted to let you take photos with the tigers by sitting near them or behind them.
