The main reason is to avoid having to commute through the very dense motorbike-intensive traffic on the island.
Most Balinese consider a commute of more than 1h an heresy, let alone 2h when one has to cross the island coast-to-coast.
But in Canggu, a place filled with surfers, digital nomads and occasional leisure tourists, there is no real estate reserved for the builders. Their habitat is therefore the first thing they often start building. Makeshift plywood houses are the most common.
