On trying to search for information, all I have found is Rakewood Lower Mill was a Woollen Mill, and has been abandoned for decades. During which time several planning permissions have been submitted, but the local residents have opposed the plans.
The last set of plans to which 4000 locals signed a petition against, was for the development of 27 houses. 14 of which were to be where the old weaving shed and boiler house are situated, and 13 houses were planned for a new courtyard at the back of the site, whilst the chimney stack was to be restored, back in Jan 2014.
The historic site has just been left for Mother Nature to reclaim.
March 2023.
